Special Education Parent Advisory Council (PAC) Bylaws

Article 1:

The name of this organization shall be the Tyngsborough Special Education Parent Advisory Council.

Article 2: The purpose of this organization shall be to:

  1. Provide outreach and support to parents/guardians and members of the community
  2. Promote communication and programs that encourage understanding, respect, support, and appropriate education for all children with special needs in our community
  3. Promote a network for parents/guardians of children with disabilities and provide a forum to share resources and information
  4. Encourage and stimulate meaningful dialogue between the school system and parents/guardians regarding the special education program
  5. Collaborate with the school administration on the planning, development, and evaluation of special education programs
  6. Keep current with legislative actions and inform members and community
  7. Promote and organize educational trainings and workshops

Article 3: Membership

  1. General membership shall be open to the public.
  2. Voting membership shall be any general member who is a parent or a guardian of a child, either residing in or attending school in Tyngsborough. Voting membership is required to vote in annual officer elections and all other business that comes before the PAC.

Article 4: Voting

Voting at general meetings shall be limited to those in attendance. At least three PAC members must be present, with majority needed to pass any proposal before the PAC.

Article 5: Officers

The officers of the organization shall consist of two (2) chairpersons and one (1) secretary/treasurer. These officers shall be elected every two (2) years, during the June meeting.

Duties:

  1. Chairperson(s)
    a. Preside at all meetings of the organization.
    b. Execute and supervise responsibilities related to contracts and agreements in the organization’s behalf, and sign any such contracts and agreements.
    c. Oversee the functioning of the PAC committees, special projects, and events.

  2. Treasurer/Secretary
    a. Preside over financial matters that arise and report at all meetings.
    b. Keep minutes of the meetings.
    c. Keep and disseminate minutes.

Article 6: Operational procedures: The operational procedures of this organization shall be:

  1. The PAC shall establish written annual goals during the spring of each year.
  2. The PAC shall schedule one general meeting each month.

Article 7: Committees:

Committees, standing or special, shall be appointed by the chirpersons when they are deemed necessary by the PAC.

Article 8: Bylaw Amendment Procedures:

These bylaws may be amended at any PAC meeting, providing that the amendment is submitted in writing at a previous PAC meeting, and a quorum is present to vote on the amendment.
